The useful test is membership: an account appears in Following but not in the complete Followers collection for the same export. That means the account does not follow you back in the selected snapshot. It does not, by itself, prove whether that person unfollowed recently or never followed you in the first place.
Why an export may differ from Instagram today
- The archive is old. Follows and unfollows may have happened after Instagram prepared it.
- You opened an earlier download. Similar ZIP filenames can make an older archive look like the newest one.
- You selected the wrong profile. Accounts connected through Accounts Center can have separate exports.
- You inspected only part of the data. Instagram may split Followers across numbered JSON files.
- You compared different snapshots. Mixing Followers from one request with Following from another creates an unreliable result.

An old ZIP cannot refresh itself
