The practical rule is simple: a later download or import date does not turn an older snapshot into a live follower list. This is also why an older Instagram export can be valid but stale.

Example: downloaded today, prepared last week

Suppose Instagram prepared your export on July 16. Someone unfollowed you on July 20, and you downloaded and imported the archive on July 23. That July 16 archive cannot contain the July 20 change.
