Quick answer: No. Instagram's “Suggested for you” label alone does not tell you whether that account follows you, unfollowed you, or viewed your profile. It is a recommendation to consider an account or content. Check your Followers list for one person; use FANS with your official Instagram export when you want to compare everyone you follow against everyone following you.
A familiar face in a suggestion can feel like a clue. But a recommendation and a follow relationship are different kinds of information. Before interpreting one as the other, separate three questions: Does this person follow me? Do I follow them? Did either relationship change?
FANS answers a specific comparison question: which accounts you follow are absent from your exported Followers list. That is what a non-follower means; it is not a prediction about who Instagram might recommend.
What the suggestion actually tells you
It tells you that Instagram is presenting something it recommends. In its explanation of recommendation guidelines, Meta describes recommendations as a way to discover content and communities, personalized around interests and actions. That general explanation does not reveal why a particular person appeared on your screen.
Do not treat a suggested profile as a follow notification. Also distinguish a recommended post from a suggested-account card: seeing someone's content and being invited to follow an account are different surfaces. Neither label, by itself, establishes the reverse relationship from that person to you.

Follow direction is the missing detail
Imagine four fictional accounts. This table describes possible relationship states; it does not predict which accounts Instagram will recommend.

Only birch_books belongs in your non-follower result. Delta_design does not follow you, but you do not follow it either, so it is outside this comparison. Cedar_cafe follows you even though you have not followed it back. The relationship must be checked in both directions; the suggestion label supplies neither answer.
For one suggested person, check Instagram directly
- Confirm the exact username. Similar display names and profile photos are not enough to identify an account.
- Open your own Followers list and search for that username. Finding the account there is direct evidence that it is listed as following you at that moment.
- If you also want to know whether you follow back, check your Following list separately.
- If a search fails or the account is unavailable, avoid jumping to an unfollow conclusion. Recheck the spelling and identity, and try again when the list loads normally.

What if the same person keeps appearing?
Repeated appearance still does not give you a follow history or a record of profile visits. Without direct evidence, you cannot tell whether the person searched for you, noticed you, or changed a follow relationship. We do not claim to know the ranking reason for an individual suggestion.
Likewise, hiding or dismissing a suggestion is not evidence that someone unfollowed you. Decide whether you want to discover that account separately from checking whether it follows you. Use the relationship lists for the latter question.
