Quick answer: No. FANS does not need to sync your Instagram data through a cloud account to check who does not follow you back. FANS works from the official Instagram JSON export ZIP you select and processes the comparison on-device. To use another compatible iPhone or iPad, move the original ZIP to that device and import it there.
