Quick answer: No—not when both numbers come from the same complete Instagram export. Every FANS non-follower is an account in your imported Following list, so the result cannot be larger than that list. If FANS appears higher than the Following count on your live Instagram profile, you are probably comparing two different points in time.
This question is easiest to answer with one rule: a non-follower is an account that appears in Following but does not appear in Followers. That makes the non-follower result a subset of Following, never a larger set.

Why it can look impossible beside your live Instagram count
An Instagram export is a point-in-time snapshot. Your profile count is live and can change after Instagram prepares the archive. For example:
- Instagram prepares an export containing 120 Following accounts.
- You later unfollow 30 accounts inside Instagram.
- Your live Following count falls to 90.
- You import the older ZIP, which still represents the earlier list of 120.
If that older snapshot contained 100 non-followers, FANS can correctly show 100 while your profile now shows 90 Following. The two numbers do not share the same timestamp, so they should not be treated as one equation.

Check these four things before assuming the result is wrong
- Export time: Check when Instagram prepared the ZIP, not only when you imported it.
- Correct profile: Make sure the archive belongs to the Instagram account whose live count you are viewing.
- JSON and complete lists: Use an official JSON export that includes both Followers and Following.
- Original archive: Import the complete intact ZIP instead of loose, edited, merged, or rebuilt files.

A high total does not prove recent unfollows
